A surfactant (surface active agent) is a substance which reduces the surface tension of a liquid in which it is dissolved, thus allowing for easier spreading. They are used in pigment dispersions, as it improves wetting. Surfactants are particularly useful for water-based formulations., as they reduce the high surface tension of the inks.
