Stephen Frederick Owen Jr., 69, a lawyer in private practice, died of a heart attack Feb. 27.
Mr. Owen was an attorney for the Securities and Exchange Commission until 1984, when he moved to the law firm of Loomis, Owen, Fellman, & Howe and became senior partner. He practiced there for 26 years.
Since 1990, Mr. Owen had been engaged in the sole practice of law and had served as general counsel to industry trade associations, including the National Association of Printing Ink Manufacturers, (NAPIM), with whom he had worked with since 1973.
“Steve’s death was a shock, because he was a personal friend of ours and he made a tremendous contribution to NAPIM,” said James Coleman, NAPIM’s executive director. “He was a constant for us, and we depended a lot on him because he knew his way around Washington.”
“Steve always offered good advice to us, and he knew the important leaders of Washington,” said James Sutphin, former executive director at NAPIM. “We stayed friends through the years, and I’m going to miss him.”
Mr. Owen is survived by his wife of 40 years, Mary Lani Phelan Owen; two daughters, Tara and Meredith; two sons, Stephen and Jonathan; and one granddaughter.
