Flint Group Discusses Turkish REACH Regulation (KKDİK)

KKDİK applies to all substances manufactured or imported on their own, in mixtures or articles in quantities of one ton or more per year.

Flint Group continues to monitor and act on evolving chemical regulations to ensure the ongoing compliance of all substances used and imported across its global operations. This update provides guidance on the Turkish REACH regulation – known as KKDİK – and outlines key requirements, timelines, and our ongoing actions to maintain compliance.

What is the Turkish REACH Regulation (KKDİK)?

The Turkish REACH regulation, officially titled the Regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals (Kimyasalların Kaydı, Değerlendirilmesi, İzni ve Kısıtlanması), or “KKDİK,” aligns closely with the EU REACH framework. It was introduced to protect human health and the environment by improving the management of chemicals manufactured or imported into Turkey.

Scope and Obligations

KKDİK applies to all substances manufactured or imported on their own, in mixtures or articles in quantities of one ton or more per year. Under this regulation:

• Turkish manufacturers and importers must register their substances directly with the MoEUCC.

• Non-Turkish companies can appoint a Turkish-based Only Representative (OR) to register on their behalf

• Registrants must provide data on substance properties, uses and safe handling measures. Failure to comply can result in restrictions on market access or enforcement actions under Turkish law.

Under KKDİK, companies are required to pre-register and then fully register substances before a set of deadlines. The pre-registration phase closed on Oct. 31, 2025 but the first registration deadline, covering substances in quantities of ≥ 1,000 t/a, ≥ 100 t/a and classified as Aquatic Acute 1 or Aquatic Chronic 1 and ≥ 1 t/a and classified as a carcinogen, mutagen or reproductive toxicant category 1A or 1B will remain open until December 31 2026.

The remaining deadlines, covering substances at 100 – 1000 t/a. and ≥ 1 t/a., will come into force at the end of 2028 and 2030, respectively. 

Flint Group actively manages compliance with relevant regulations through our established regulatory systems and partnerships. It is working closely with supply chain partners to ensure that all substances imported into Turkey are compliant under KKDİK now and in the future.
